With double degree in Bachelor of Science in Business Informatics (De Paul University, Chicago) and International Business Administration (Linkoping University, Sweden), Maksim has extensive career in Data Analytics. His recent position was the Chief Data Officer, City of San Diego, California, USA (2014-August 2019).
Leading and shaping strategy :

Engage City Leadership to create data strategy, building an award-winning program .

Advise cities, states, countries as member of Harvard Civic Analytics Network .

Coordinate 65 staff from 35 departments to build the City’s first data inventory.

Delivering software and running a team :

Use GDAL, PostGIS and QGIS to conduct geospatial analysis and build data pipelines.

Launch the City’s open source data portal , publishing 100+ datasets to the public.

Deploy Apache Airflow on Docker, for data pipelines automating critical operations.

Envision, manage and launch multiple products including PerformSD , StormVIO ,

DataSD and StreetsSD using Node, Polymer, React, AWS Lambda and PostGIS.

Recruit a diverse team, coaching them into effective Python, R and JS developers.

Deploy infrastructure on AWS, DigitalOcean & on-prem to serve 30+ departments.

Provide dev tools, process, and standardize workflows with Docker and CircleCI .

Deploy City’s Tableau Server instance on AWS, allowing data visualization at scale.
